It is the form through which you inform your company or payer about your personal and family circumstances (such as the birth of a child, marriage, disability, etc.). These circumstances directly affect the IRPF withholdings applied to your monthly payslip.
Because a birth changes your family situation and may result in a lower tax withholding from your paychecks. In other words, you can get paid more each month instead of waiting to get that difference back on your tax return.
Ideally, you should submit it as soon as you have the birth certificate or updated family book (or the literal certificate from the Civil Registry).
You will still have a higher withholding than you should, meaning you'll be overpaying IRPF every month.
